It is an imposition to ATSI people and being a colonial document has no meaning or value. While most ATSI people are disadvantaged by the imposing colonial society it is an offensive dichotomy.

"Special Laws to compensate negative consequences of British settlement, address injustices and lack of essential services, allow Elders and their communities to hold and enact their own Laws of Justice, Government and Council.

A provision should only be inserted that "Special Laws" are only made for the betterment of ATSI people's lives, as they are Sovereign people outside of the colonial settlement of Great Britain and should not be recognised as subjects of the British Crown

A colonial constitution should not apply to underlying Soveriegn Nations. They can be no negotions on such matters until Treaties between the nations are put to the Crown / acting nation
