The change should acknowledge Aboriginal and Torres Strait Island peoples as the First Peoples of Australia with a strong traditional culture closely linked to the land and water.

The powers must only be used to improve quality of life and opportunity for Aboriginal and Torres Strait Islander peoples and should be used in conjunction with the consent of Aboriginal and Torres Strait Islander peoples.
