It hasn't made for peace thus far because oppression in the first instance was never addressed and new laws don't reverse an underlying sense of injustice.

Aboriginal Advisory bodies have at least functioned to reinforce the need for a State of Independence and autonomy for Indigenous people within or outside of Commonwealth of Australia control. There is room for a Treaty and now it's time to let Aboriginal
