There should be no power to discriminate for or against any group of people with regard to race, be it as to land ownership or where anyone can go within the country

They are Australian and as such get the same rights as anyone else when decisions are made. Being indigenous is no different to be a rural person when city politicians make decisions that have effect in rural areas
