Yes. This should be in the Constitution.

The statement could recognise Australia's ancient indigenous heritage alongside of its British institutional influence and its multicultural achievement, the continuing relationship with land and culture and the advancement of Aboriginal and Torres Strait

It would need wording to allow for laws that are specific to Aboriginal and Torres Strait Islanders but that cannot be used to discriminate against them. Also removing the concept of race by referring specifically to ATSI
