Yhe idea of consulting people and asking them to choose their own leaders is called "Democracy": Are you aware that Australia is rumoured to be a democracy? You have to ask if people should even be cionsulted - thay should make their own decisions

Indigenous leaders would be elected by indigenous people ( like they do in democracy) not chosen by white men with corporate interests and investments.White men in cities are almost completely ignorant of indigenous culture and customs

I hope you can understand the idea of democracy which allows people to make their own decisions - and the dignity that brings. Another idea tried overseas - in Europe and America is a "treaty" A "treaty" is a meeting of two peoples on an equal footing.
