The Parliament of Australia shall be able to enact laws for Aboriginal and Torres Strait Islander peoples on the provision that the Parliament has consulted with the peoples in question and it is agreed to by Aboriginal Elders

The Parliament must make laws that are sensitive to the Aboriginal and Torres Strait Islander people and must do their utmost to help these peoples

If at some point in the future another World War arises peoples of that race who may have an alterior motive (a mechanism must discern who these people are) should not vote
