It should not be phrased in a way to defeat claims to sovereignty should First Peoples wish to pursue that, nor defeat treaty negotiations between Cth govt and First Peoples

Suspension of Racial Discrimination Act by Cth government needs to be made more difficult - more specific requirements with high standards. Inclusion of a provision making it easier for members of affected group to challenge the decision to suspend
