Yes. This should be in the Constitution.

These people have been treated in a contemptible way, dismissing them as though they were unworthy of a place in their own country. We the Europeans who took their rights, and degraded them in many ways especially with our habits which were unknown to the

They need to have proper representation in government. This is something which should be determined by law.
