No, people are already citizens with rights, among whom well over 300 languages are spoken already. All that needs to be done is remove racially discriminating clauses and let the common law take precedent over legislation finally.

Stop talking about race all the time, declare the word 'race' to be a construct with no meaning and no relevance, when 'Aboriginality' itself is defined by kinship not genetics.
